A drawstring, a loose snap, a chemical residue in a fabric that a toddler will chew: these are safety issues, not just quality issues, and they are regulated. If you sell children's clothing, getting the compliance right is not optional and it is not something to discover after your goods land.
Bangladesh makes a large volume of the world's children's apparel, and its knit base is well suited to soft babywear and everyday kids' basics. Why kidswear is a compliance-first category
Bangladesh is the world's second largest apparel exporter after China, according to World Trade Organization data reported by The Daily Star, and its strength in soft cotton knits makes it a natural home for babywear and children's basics. But the market you sell into decides the rules, and children's apparel is one of the most regulated product categories in retail.
The core idea across all these rules is simple: young children put things in their mouths, get caught on things, and have delicate skin, so their clothing must avoid choking, strangulation, flammability, and chemical hazards. Below are the main standards, by market. Design to them from the first sketch, because retrofitting compliance after sampling is slow and expensive.
United States: CPSIA and related rules
The Consumer Product Safety Improvement Act (CPSIA) governs children's products in the US. Key requirements relevant to apparel:
- Lead limits. Accessible parts of children's products must not exceed 100 parts per million total lead content, a limit that took effect on August 14, 2011, according to the US Consumer Product Safety Commission (CPSC). For apparel this matters most on components like buttons, snaps, zippers, rivets, and painted or printed details.
- Third-party testing and certification. Children's products must be tested by a CPSC-accepted laboratory, and importers or manufacturers must issue a Children's Product Certificate (CPC) documenting compliance, per CPSC. Children's products also require permanent tracking labels that identify the manufacturer, production date, and batch.
- Small parts. Articles intended for children under three that present a choking hazard because of small parts are regulated under 16 CFR Part 1501, which uses a small-parts test cylinder to judge risk, according to the eCFR. For clothing this points at snaps, buttons, appliques, bows, and any small attachment that could detach.
- Sleepwear flammability. Children's sleepwear in sizes 0 through 6X falls under 16 CFR Part 1615 and sizes 7 through 14 under 16 CFR Part 1616, which require garments to self-extinguish and meet flammability performance, per the eCFR. If you sell pajamas or nightwear, this is a hard requirement, not a nice-to-have.
- Drawstrings. Under 16 CFR Part 1120, children's upper outerwear with certain drawstrings is treated as a substantial product hazard, based on ASTM F1816. In practice there must be no drawstrings in the hood or neck area of children's upper outerwear in sizes 2T to 12, and waist or bottom drawstrings are restricted through size 16, according to the CPSC and the Federal Register. The safety concern is strangulation.
Note that some CPSIA rules, such as the 0.1 percent limit on eight specified phthalates under 16 CFR Part 1307, are written for children's toys and child care articles (items for a child three or younger used for sleeping, feeding, sucking, or teething) rather than all apparel, according to the CPSC and the eCFR. Confirm which rules apply to your specific product with your test lab rather than assuming.
European Union and United Kingdom
For the EU and UK markets, two things dominate children's apparel.
- Cords and drawstrings: EN 14682. The European standard EN 14682:2014 specifies requirements for cords and drawstrings on children's clothing to minimize strangulation and entrapment, for children up to age 14, according to the published standard. It sets where cords are prohibited (for example the hood and neck of young children's garments) and length limits elsewhere. This is stricter and broader than the US drawstring rule, so if you sell into both markets, design to the tighter requirement.
- Chemical safety: REACH. The EU's REACH regulation restricts hazardous substances in consumer goods, including textiles. Children's items get particular scrutiny, so azo dyes, certain phthalates, nickel release from metal components, and formaldehyde are common test points.
A widely used voluntary certification that helps across markets is OEKO-TEX Standard 100. Its strictest tier, Product Class I, applies to articles for babies and toddlers up to three years of age and holds them to the tightest limit values, according to OEKO-TEX. Asking for Product Class I certification on babywear gives you third-party assurance on chemical safety.
Design and construction choices that follow from safety
The standards translate directly into product decisions. Build these in from the start:
- Replace drawstrings at the neck and hood with alternatives like elastic, snaps, or ribana (rib) collars.
- Secure attachments. Snaps, buttons, and appliques on babywear must pass pull tests so they do not detach into a small-parts hazard. Specify attachment strength and require the test.
- Use tagless, no-scratch labels and soft flat seams for comfort against delicate skin.

What to lock in your spec and testing plan
Before a factory quotes, give a complete tech pack and a written test plan. Include:
- Target market(s): so the correct standards (CPSIA, EN 14682, REACH, OEKO-TEX) are applied.
- Fabric and trims: with any required certification, such as OEKO-TEX Product Class I for babywear.
- Component tests: lead content, phthalates where applicable, nickel release on metal, colorfastness, and attachment pull strength.
- Category-specific tests: flammability for sleepwear, drawstring conformity for outerwear.
- Labeling: care and content labels, tracking label (for the US), and size labeling.
- Documentation: which test reports and certificates you require before shipment.
